Tactical 5/6: Earth and air together is a pretty tough combo to break, some might even consider doubling up with this weapon. Instead of the usual (and easily stopped) residual physical icons common across the anagrams, this weapon packs a combination of icons made famous by the Super Attack Pea.
Other 1/1: Unique in it's class and an excellent performer. Also, I just noticed that the mace is a chicken leg with spikes, not a piece of wood. Heh heh, TNT making food into weapons again. Will it ever end?
Conclusion: Some will prefer to just save up for Kelpbeards Trident, but this is a great weapon to have in between 13/14 icon weapons and KBT/Anagrams.

|1P 8/10: This weapon, averaging 16.6 icons, filled the much-needed niche of a stepping stone between ~13-iconers such as Ylanas Blaster and ~18-iconers such as Kelpbeards Trident. 2 SHMs would average more damage than KBT and the newly-released Dr. Sloths Personal Bath Buddy when used together. Still, it would be a good idea to upgrade to KBT once you can afford it. I would recommend this mace as a primary attacker for low HT level sets.|
2P 8/10: The icon combination is reminiscent of Super Attack Pea, but this mace has just half the power. Earth/Air is still a tactically sound combination, since it cannot be shut down with any single shield. Dual SHM would be strong against shielding, although you should have alternatives ready since reflection can hurt you. In a purely offensive battle, this weapon falls behind the stronger 18-icon weapons in the HT; do note that this sword has a higher chance of hitting for 20+ icons though. It loses ~2.5 icons against pteris (NOTE: outperforms Sword of Ari), and ~1.7 icons against scorchios. This mace is recommended for low HT level sets.

In my opinion, Skarls Hasty Mace is the best weapon released in 2012. Skarls Hasty Mace deals a large amount of both Air and Earth, which is a nice change from the mono-icon strength of the Anagram Swords. 13 to 29 icons is a very large range, but is still nothing to scoff at, and the average of about 16.6 icons is very respectable for a price under 7,000,000NP. Skarls Hasty Mace effectively bridges the gap between 13-iconers like Altador Cup Throwing Star and the 16.25 to 24 icon Anagram Swords and Kelpbeards Trident. The community's initial reaction to Skarls Hasty Mace's release is one of the most positive responses I have ever seen from the BD chat. :P
Skarls Hasty Mace is like a miniature Super Attack Pea. A combination of mass Earth and Air is difficult to effectively defend. Reflectors are also less effective against Skarls Hasty Mace because it is not mono-iconed like the Anagram Swords and Kelpbeards Trident.
The downside to Skarls Hasty Mace when compared to the Anagram Swords is the slightly weaker average combined with its large range. Although it is possible for Skarls Hasty Mace to land a critical hit beyond the maximum hit of an Anagram Sword, it is much more likely that the hit from the Mace will be in the teens.
Nonetheless, the trade off of icon diversity and power is not that big of a deal; Skarls Hasty Mace when paired up with Anagram Swords in a battle set will hold its own. Skarls Hasty Mace is more likely to be partially blocked by a shield than Sword of Ari or Sword of Thare, but the fear of a reflector like Triple Turbo Dryer or Ultra Dual Shovel is minimized.
