13 icons of attack isn't too bad even now, it does however hit the point where you can get this damage a whole lot easier from different sources.

Countermeasures (3/5)
It still isn't bad. Decent bulk icons of types rarely fully blocked in tandem; your biggest opponent is something like a Roxtons Trusty Bowie Knife or a Extra Loud Techo Fanatic Megaphone- something which both attacks and limits your attack at the same time. While the megaphone is likely a class above this weapon, the bowie knife is likely what you should be using instead.

Alternatives Upgrades or Downgrades
For a half, or even a quarter of the price you can grab a Roxtons Trusty Bowie Knife or a Water Powered Pistol, a Magic Gridlock Gun, Poisonous Mushroom Tea or even the slightly weaker but much more powerful The Power of Friendship. This isn't enough these days.

I'm not suggesting these prizes need a shake up, just that it is crazy they have fallen so far.

At a Glance (2/3):
5 earth and air icons plus 3 fire thrown in there. That's 13 icons of solid power.

In-Depth (2/4):
This really gets hurt the most by Faerie Tabard. A huge chunk gets taken out, but it won't get fully blocked by it. Hubrid Nox Memorial Shield also takes a big bite out of it, leaving the fire remaining. Cannot easily be reflected due to the iconage being spread across too many elements. Other than that, this is really reliable offensively

Watch out for Portable Cloud and Mask of Coltzan, however. While the mask will tie with this, the cloud will be ahead 1-on-1

Price (2/2):
Once easily costing more than 2 mil, now it is closer to 1m. Not bad, considering that its all-time rivals, Ylanas Blaster and Brynns Legendary Sword of Wraith Smiting, is only ~500k-800k less expensive (and much much more vulnerable to F-tab and Rusty Pitchfork).

Bonus (1/1):
I'd hate to ever get on Talinia's bad side. Her and Mipsy's! (TNT maybe trying to tell us something here...)

Price/power (2/5): Like the other NQII weapons, this is overpriced by modern standards.

Tactical (4/5): Unlike the Wand of Reality, this weapon continues to be difficult to block, mostly because it doesn't deal physical icons. At this level, Sophies Magic Hat would still be the main countermeasure, and it would let all the air icons through.

Bonus (1/1): NQII was very difficult on Insane difficulty, and this bow was quite a prize back in the day.

Closing remarks: The release of cheaper weapons starting with Ylanas Blaster has rendered this much less relevant. Get Dr. Sloths Personal Bath Buddy or an Altador Cup Throwing Star instead.
