Price/Power (2/5)
This item puts a price cap on the price of overhealing scorchstones. Which is good on the face of it; however, at 10 million it is a hair off the much inflated Rainbow Scorchstone. I think this is a good addition to the tower, if a little expensive and or weak. With more healing it could have been a nice alternative to the Glittery Scorchstone- or even more worth it vs the more reasonably priced but slightly weaker Purple Scorchstone. Realistically it doesn't feel powerful enough to be a revolution here, nor cheap enough to incite a great deal of excitement. It isn't bad, but it also isn't anything special.

Countermeasures (3/5)
This is (hopefully) overheal. With that in mind it is only really good for one type of person, someone with low HP- for them it allows them to hit far above their paygrade. But once you get up high enough- say 100+ you might as well move over to the much cheaper and more powerful Leaded Elemental Vial. If this had more matched the Glittery Scorchstone in terms of power, at least that cap would have been slightly higher, but as it stands even as a niche item it likely isn't as good as it should have been.

Alternatives Upgrades or Downgrades
All the alternatives have been mentioned. If you are under around 100hp; Either a Purple Scorchstone or Rainbow Scorchstone fit the bill very well- but are likely rather expensive. If you have higher, the Glittery Scorchstone would work great if it wasn't even more expensive. Higher still and the Leaded Elemental Vial or if it is ever cheaper the new Obsidian Scorchstone is the only real option.

Other Points

Final Thoughts
This item feels like it could have been say, 140hp or something like that, that would have worked a lot better and given a true price ceiling to the scorchstones.
