This tooth should have been taken to the dentist when it was still able to. Perhaps a gold cap would have increased the value slightly?

There was once a time when this would have been used alongside and/or against weapons like Scarab Ring and Hand Painted Scarab.

That time has long gone.

Beginner constants are typically 10-11 icons of total offense. Dual duties, likewise, should be able to deal and block just as much total icons. 9 total icons falls a bit short of this standard, because it would still be behind against weapons like Sun and Moon Chakram and Wraith Scroll, which would be two good beginner weapons this is supposed to beat with its dark defense.

Price (1/2):
While ~4.75k isn't too too expensive, Gilded War Hammer is stronger, has the same dark defense, and is a whopping 1 np! Another option is Amulet of Altador, which has 3 icons of water defense added for ~8k more while Golden Compass also sports a stronger (and more favorable icon variety) with slightly weaker dark defense for ~40k.

Bonus (1/1):
Considering the size of Terask II (I'm assuming it wouldn't matter what form this tooth is from, so I'm going with the bigger one) versus Rohane, this would be a pretty hefty piece of jewelry!

Price/power (0/5): This tooth has a storied history, and it used to be a staple in the Battledome. It's been pretty much obsolete in regular battling since the Golden Compass was released.

Tactical (0/5): Attack is insufficient. Get a Golden Compass instead.

Bonus (1/1): Sentimental value, I guess?

Closing remarks: To my knowledge, icon inflation first came into the spotlight when the 9-icon era began. Staple weapons such as this and the Lost Desert Dagger suddenly had to compete with more powerful weapons that were easily affordable. People were shocked when Ylanas Blaster was released, but nobody suspected that we would one day reach a point where powerful weapons like the Scroll of Ultranova became dirt cheap...
