Now this is big. A real change I was never expecting to see; a 1p battle item released in the tower and honestly... I'm digging this release. While 10 icons of attack isn't huge, for a multiuse blocker it is something incredibly new and special.

Countermeasures (4/5)
While water likely won't be as overused now that the Grapes of Wrath have basically been served up as part of a "take what you wish" banquet alongside a Wand of the Dark Faerie chaser; I still appreciate it as an interesting full blocker if you do have to face these specific icon types. It does take away the less lethal fire damage, and technically entirely blocks it alongside something like a Illusens Silver Shield. What we really need is an item that does decent damage that also blocks full earth, that would pair marvelously with this.

Alternatives Upgrades or Downgrades
The only two items that seem to match this in style is the Blaze- without the healing; or the {{Pirate Captain's Hat}}- which is semi-fragile. I think the blaze may still be more valuable given that while it isn't a 100% blocker, what it does block is a lot more common... but honestly even a Hanso Charisma Charm would be more use if you are coming up against a wand.

Other Points

Final Thoughts
All that said, fire has always been hard to block, water has always been fairly common. While this won't destroy the current top dogs in 2P, it will provide a ton of flexibility and choice to the full blocker space that wasn't really there before. Suddenly we have multiple decent damage dealing full blockers; which is cool.

This weapon is a 1-Player Only weapon and can be used if stolen from the opponent that holds it. I rate these weapons on a 4-point scale,
4 = Use if stolen without question, 3 = May be worth using, 2 = Not the worst item you could steal, but still not great. 1 = Congrats, you stole something useless.

Better then:
Everything else he uses. Besides perhaps his Snowager Breath from a "taking away his main attack" sort of way.

Worse then:
The Snowager Shield which greatly cripples his offensive abilities.

Worth Stealing?:
Yes. Many items snowie uses can cripple him if taken away.

Worth Using?:
I would say yes. The fire defense doesn't matter, but the water defense does destroy his main weapon. If you came in with a physical blocker too... yeah.
