Overview:
At the time, the Tornado Ring had a unique niche as a multiuse stealer that didn't have the Sticky Hand detriment of being given to your foe upon stealing. I never thought this niche was any good when it DID work, and now that stealing is broken, this doesn't have much to its name.

Accessibility: 0/4
This weapon is WAY too expensive, even for a full Air blocker and multihealer.

Viability: 1/5
The attack is pathetic, and the heal is too low for even a multihealer. The Air block is the only reason this isn't a 0, and even then, there are way better options.

Alternatives:
For the Air blocking aspect, use the Shield of Faerieland, or if reflecters are more your jam, the Triple Turbo Dryer. For the multiheal aspect, use the Everlasting Crystal Apple or The Mystical Tablet.

Final notes:
As a Kansas resident, I can understand why I have such beef with this weapon.

To say the least, Tornado Ring is an odd weapon. At a glance, this weapon looks like an old junk item, (Think Blizzard Ring) but upon taking a closer look, Tornado Ring is by no means junk. Tornado Ring is an ancient and retired Hidden Tower item, its present day rarity and unique effect allow it to command a sky-high price.

Tornado Ring has four components. Two of these components are rather lackluster, one of these components is uncommon but useful, and the final component is unique and useful more in theory than in practicality.

First, let's examine the two lackluster components. Tornado Ring will inflict 2 Air icons and 0.2 to 2 Physical icons for a small total of 2.2 to 4 icons. This attack is nothing special, in fact it is incredibly weak, but this component is not the selling point of Tornado Ring. The second mediocre component is the 4HP multi-heal. Tornado Ring does not take up the healer slot, which is good news. This 4HP multi-heal is unlikely to help most battlers; only a small pet could make use of this multi-heal. Even a League 4 pet would find little use for a 4HP heal. The multi-heal is best thought of as a bonus. Although a weak multi-healer, Tornado Ring is a multi-healer nonetheless, meaning that it is often banned in user-ran 2-Player events on this technicality.

The full Air defense is where Tornado Ring begins to get interesting. Now that Shield of Faerieland exists, Air defense is considered to be less of a luxury, defeating some of the purpose of Tornado Ring. Reducing the mark due to stealing being broken right now, keeping it up semi high due to the air blocking but the price is still highly prohibitive for that.

Price/Power (2/5)
The attack is horrible, the healing? abysmal. Defense.... alright. But lets face it this isn't what you are here for. You are here for a multi-stealer which if you can hold on long enough will allow you to steal a users entire set. Price is huge ever since retiring, but for what it does there is no rival at the moment.

Countermeasures (3/5)
Stealing like this will just, happen. There is no real countermeasure other then the amount of time you have between steals. 4% isn't much, so the time between steals can be rather substantial.

Alternatives, Upgrades or Downgrades
Unfortunately, the only alternative multi-stealer is the Crystal Boomerang which really isn't worth your time. Only real alternatives are more stable stealers.

Other Points (2 Bonus)
It IS retired... and you know how I feel about that. Also I find some sadistic pleasure in the idea that you can slowly take away a users' (or 1P Challengers') entire set with this.

Final Thoughts
Very expensive with good reason, but terribly hard to find and purchase. One of these "out of the reach of normal Neopian" style items.
