Invoke the hidden powers of this heavy tunic and freeze your opponent solid for one turn! It can also shield you from 2 icons of fire, water, and air each.
There's really not much to this item. Use it one turn, obliterate your opponent on the next. The best time to use it is when you can finish off your opponent in one turn. There isn't really much of a way to counter it, other than using a 100% freezer of your own.
This freezer, in particular, can be used against your opponent's. Freezing Potion and Sleep Ray both get reduced by 2 icons. However, Magical Marbles of Mystery gets by this scot-free. If all of its defense is utilized, you would come out farther ahead than what F-pot, S-Ray, and MMoM would put you. But, if your opponent doesn't use a freezer, or a weapon that doesn't use fire, water, and/or air, then this is essentially the same as H4000 Helmet.
If only those extra pockets would grant people another item slot for their sets. But that might be asking for too much as it is!

Thanks to the recent addition of the double int gain from books boon the cost of using this item has dramatically decreased. This is a good way to get a 100% freezer if you do not have the cash for one of the more popular 100% Freezers. The defense is a nice addition but you are here for the freeze. The price is pretty huge here but it should be able to save you a bit on a non int freezer.
Freezing is impossible to counter besides holding them back from using it or freezing in the same turn. This tunic has the amazing fact that if stolen chances are it won't be able to be used by your opponent making it a valuable freezer despite the requirement.
Alternatives Upgrades or Downgrades
You could get one of the less safe more expensive 100% freezers such as a H4000 Helmet, but if you are using this you should be pretty happy. A downgrade to this is only the ((Randomly Firing Freeze Ray}}.
Other Points (1 Bonus)
The fact that this can't be used if stolen is just THAT much of an advantage over a normal freezer post-random stealing days.
It looks pretty spiffy to boot.

|Value 2/3: Doesn't have the value of a species freezer, but Good defense with 100% freeze on an item selling for a price in the ballpark of other freezers is a fair deal. However, you do need to pay to get your INT to 1000 before you can use this.|
Tactics 5/6: This item is great tactically—it can defend a little of 3 icon types, giving you a decent chance of stopping something. However, compared to offensive freezers it's worth emphasizing that it only gives you a chance. You're unlikely to utilize the full stopping power of the shield from this weapon on any given turn, and will probably find yourself blocking 2 icons, if that, most of the time when you use it.
If stances ever make a return this weapon might be more useful. Using this along with "defend" on a turn when you're unlikely to do as much damage (because you're already sacrificing one weapon slot for a freeze) could be a good strategy to minimize the hurt you absorb when you freeze. But stances aren't back for the time being, and probably won't be for a while.
Other 1/1: Magical Marbles of Mystery? H4000 Helmet (with spirals/lights on top)? This freezer, along with the Freezing Potion, has the distinction of not looking stupid. And it's worth in battle justifies an 8.

100% freezing with some extra defense is a really nice thing to have. Thanks to Magical Marbles of Mystery there's still this nice limit of how much you can ask for freezers which keeps the price quite stable and even a bit below the marbles.
While the defence is only 2 icons each for 3 types you certainly won't hit all of them, but avoiding air, water and fire simultaneously is not quite as easy as it sounds, so chances are you'll at least defend 2 icons which is certainly no major advantage, but still a nice to have bonus.
Unlike all the other freezer options this one can bypass the freeze immunity granted by Clawed Shield and Rainbow Swirly Thing and even freeze your opponent if used together with Rainbow Swirly Thing if used after it (i.e. in the first slot) making this a great option if you want to go with RST.
Additionally if your opponent manages to steal this there's still the chance that he won't meet the intelligence requirement himself and thus rendering it useless to him, so while you lost your freezer you at least didn't grant him an extra free freeze.
This is the only freezer out there that can bypass freeze immunity which is certainly something to keep in mind when considering your options.
As a big fan of the Brightvale Armoury I really like this one as it's one of the very few actually useful items you can get there. Plus items with requirements can be a nice motivation to improve your pet a bit.

|Heavy Blue Tunic is the only defensive 100% freezer in the game not counting Moehog Skull. In terms of price, Heavy Blue Tunic is more in the ballpark of Freezing Potion and Magical Marbles of Mystery than Sleep Ray.|
The 1,000 Intelligence requirement is a steep prerequisite , but it should not be too difficult of a climb for those who can afford a 100% non-species freezer.
Overall, the debate between Heavy Blue Tunic and an offense-oriented freezer like Freezing Potion is a matter of personal preference and play-style. 2 or 3 icons of offense of 6 icons of defense on the freeze turn will not often determine the outcome of a battle at this level of play. Plenty of weapons sport Fire, Water, or Air icons at this level, most notably the Anagram Swords and Kelpbeards Trident. It is unlikely that the opponent will use all three of these icon types at once, however, so Heavy Blue Tunic will more than likely block 0, 2, or 4 icons when used. This defense makes it even more equal to the offensive freezers like Magical Marbles of Mystery.
There is no right or wrong answer to this freezer debate; user preferences will vary based on personal play style. Heavy Blue Tunic is worthy of consideration for those who are shopping for a 100% freezer and enjoy implementing defense into their strategies.
