Price/Power (3/5)
Fire blockers are rather rare, which always gives this a step up. It is very possible that this will be able to work well under certain limited circumstances. I think the big standout here is that this cheap(ish) item is able to decimate items worth piles more. That alone makes the price/power decent.

Countermeasures (4/5)
The issue comes when you consider how few items naturally have this combination- but for those that do? Really impressive. Has good natural combos with other reflectors and is fun.

The downside is that you really need bulk duo-icons for this to be valuable. But given that if you are versing someone with the icons this blocks, you likely will know before the match begins.

Alternatives Upgrades or Downgrades
There really isn't an alternative- you could grab a Clawed Shield for fire reflection or an Ultra Dual Shovel for earth relection- but you don't really get this unique combination anywhere else.

Other Points (1 Bonus)
Look, it is silly, it is ugly and it is messy. But it really doesn't seem too terrible.

Final Thoughts
At least this shovel didn't dig it's own grave.

Overview: Though probably the most ridiculously situation-based weapon I've seen, the Shovel has the chance to shine if used in the precisely correct moment.

The Good: Where else are you going to find a 100% Fire blocker and 60% earth reflector for a cheap price?

The Bad: Ghostkerbomb, Fruit Bomb, and Grapes of Wrath, combined with another fire weapon are the only weapons I can think of that really warrant owning A Shovel to defend against, and unless you perfectly predict your opponent's turn with the bombs, you're going to have a bad time.

The Ugly Truth: I'm not ready to endorse A Shovel for use in a set yet. I'm giving it a 5/10 because it's a dirt cheap earth reflector and a nice 100% fire blocker, but you've really got to have your timing down to make it turn a battle in your favor.

While 60% reflection isn't exactly a big thing, it's far cheaper than it's bigger brother Ultra Dual Shovel.
Additionally A Shovel let's you completely block fire with earth around which is a common combination and may be found in Ghostkerbomb and Grapes of Wrath.
Adding to this that it has some great pairing capabilities - namely with Clawed Shield, A Shovel itself or the already named Ultra Dual Shovel and being one of the few weapons out there that let you reflect more damage back to the enemy than you got without taking much yourself, this is amazing.

If you get this timed and paired right, it's a real game changer. However as with all reflectors timing is crucial and it's even more so with A Shovel as it cannot really go alone - without another reflector, a shield or a faerie ability to back it up, it's not very beneficial to use, making you waste a whole turn if the reflection failed.

Uniqueness: 1/1
While replacing one damage type with another and then reflecting the copy is not a novelty (see Illusens Staff and Jhudoras Wand for examples), the Earth to Fire combination is unique and great, on the one hand because Earth is so common and on the other hand because the reflected fire is extremely hard to block.

Bonus: 1/1
Arguably the best reward from that plot and the only one that really has an edge and can be kept and used across many different levels.
