This weapon appears to function differently in 1 player and 2 player battles. The effects seem to be broken in 1 player battles.
Ratings - Scroll of Three Curses
I suppose it has some use in the 2 player leagues, with icon limitations and whatnot, but it's slightly under powered, and has some sort of limited use component in some situations.

It's cool and kind of cheap, but hard to imagine being in a set.

At a Glance (1/3):
Cast a curse upon your opponent, burning them for 5 fire and physical icons of damage! Unlike what the description and the battle text suggests, you are free to cast as many curses as you will, without complication.

In-Depth (2/4):
This weapon functions similarly to how something like Wraith Scroll and Sun and Moon Chakram would. It's difficult to fully block and reflect, but vulnerable to dual duty weapons. This particular scroll is pretty weak to Scarab Ring, and is also checked by various physical blocking dual duty weapons such as Frozen Wave Scimitar, Makeshift Ships Hammer, and Rusty Pitchfork. Snowager Sword also does a good job of snuffing out enough fire. Other than that, it synergizes really well with weapons like Fiery Battle Duck, Portable Kiln, Ylanas Blaster, the pitchfork, {{Altador Throwing Star}}, and itself, of course.

Price (2/2):
It certainly not as cheap as something like Scroll of the Wise or Scroll of the Fool, with it costing ~20k-30k. Though it'll probably get cheaper, given how low priced alternative 10 iconers are and its rarity.

Bonus (1/1):
Lets not mention how great this would be in L97 battling. Not as good as Portable Kiln, and vulnerable to the ubiquitous Faerie Tabard, but still can be viable!

10 icons isn't the best amount cheaply out there now days, but this is still a solid contribution.

Countermeasures (3/5)
Fire is great to use- physical is pretty bad. While this item isn't perfect, it could be an option especially if you know the person you are versing has been known to use reflectors.

Alternatives Upgrades or Downgrades
If you are using this in 2P, then you may want to get the Flask of Liquid Fire instead- it is much better then this in every way. Other alternatives are the less bulk icon options of the Scroll of the Scholar or Scroll of the Fool.

Other Points

Much nicer then the healing scroll.
