Price/Power (2/5)
Let me put this out there- chances are if you are buying this item it is purely for the freeze prevention. Fair call, fair call. However when I look at this item I see something which really looks a lot more impressive then it is.

Countermeasures (2/5)
This has the unique ability to block freezing. Which could certainly be a boon and save you a turn of being defenseless. The question is, do you keep throwing your turn away to do it? Or would you rather just keep pounding the enemy with a more reliable weapon. Seems like the mind game element of this item is stronger then anything else.

Alternatives Upgrades or Downgrades
Unlike the Glittery Faerie Dust which provides a semi-decent attack which is hard to block... This item offers a fairly low situational defense. Personally I would look more towards an unblockable/unpredictable attack instead of this.

Final Thoughts
It certainly does look pretty- and I love items with unique abilities... However I just couldn't bring myself to be very forgiving to this weapon today.

While the reflection itself is kinda decent with ~70% it's very impractical due to being all about luck. Reflection is all about timing and if you can't even control your part of the equation things certainly don't get easier.

However let's face it: you probably don't get this for the reflection which is more of a nice little bonus, you get it for freeze immunity which besides this only the more expensive and not readily available Clawed Shield can provide.

Counters: 2/3
The reflection cannot really be evaded as it's impossible to predict, but that's the big downside - chances are it won't hit. However as already stated the reflection should be more viewed as a fancy bonus to the freeze immunity.

For the freeze negating part: here comes playing mind games - on the one hand you can trick your opponent into not freezing due to being afraid of it being negated, on the other hand you can cancel his freeze out giving you a 1 turn avantage. Additionally despite it disabling both your opponent's and your own freeze you can still freeze the opponent if you use it with Heavy Blue Tunic making up for a great tactical option.

Uniqueness: 1/1
The only item that disables freezing for both players - Clawed Shield disables only the opponent's.

Bonus: 1/1
I just feel this is underrated and was overlooked for so many years, it really deserves some attention for being one way to bring some fresh air into "first turn freeze" battles.

Note: freeze immunity does not currently work in the new Battledome.

At a Glance (2/3):
While being able to reflect ~70% of a random element is nice, not being able to control which element would mean make it incredibly unlikely that it'll happen. Preventing all freezing for both parties, however, is very interesting...

In-Depth (2/4):
The utility of this... thing... is not in its reflection capability, but in its ability to cancel all freezing. In a freeze fight, you must have a freezer to match your opponent, but this can even the playing field a little when timed correctly; if you have a freezer of your own (Heavy Blue Tunic to be precise. No other freezers will work), you'll be in great shape when you counter-freeze with HBT+RST (in that order - HBT in the first/lefthand slot, then RST on the second/righthand slot).

Price (1/2):
~3.6 mil at the Hidden Tower isn't too bad if you wish to obtain potential immunity to freezing.

Bonus (1/1):
This thing is a one-of-a-kind weapon. There's nothing else out there that can stop freezes in battle, and I think it should be noticed a little more. Nowadays, sadly, it's easier to ask for a "no freeze" fight than to pack this in your set. But if you can afford to, and you're a technical battler, go for it. I'm sure it will serve you well during freeze fights.
