Ratings - Apron of the Muffin Man
Price/power (1/5): Effect is unique, though muffins are nowhere near common enough to justify an item like this.

Tactical (0/5): Muffins aren't commonly seen in the Battledome these days due to the advent of relatively cheap 13-iconers, such as the Altador Cup Throwing Star.

Bonus (1/1): I wish TNT released more interesting weapons these days.

Closing remarks: The Bent Fork breaks forks and tridents instead, so that would at least be somewhat useful. Otherwise, high-level protection such as the Faerie Tabard would do just fine against muffins.

Price/Power (0/5)
Destroys all muffins being used on you huh? Well that is a unique ability that is for sure... However given the price of this and the price of the destroyed muffins it seems akin to using napalm to take down a sandwich. Even the very best muffin on neopets right now the Shooting Star Muffin doesn't cost very much at all.

Countermeasures (0/5)
If someone you know owns this, you aren't going to be versing them with a set of 8 muffins anyway lets face it... Nor is this a killer secret item which can ruin the gameplan of someone during a tournament.

Alternatives Upgrades or Downgrades
When it comes to things which destroy other things the Bent Fork seems like the best option.

Other Points (2 Bonus)
For being retired, and having a unique ability.

Final Thoughts
I can think of limited applications as to why this item is multiuse...
