Price/Power (0/5)
Just doesn't provide enough OOMPH in it's attack.

Countermeasures (0/5)
Air is good to use, light is- less good and physical is trash. All and all the destructive force of this weapon is fairly easy to nullify, especially given that it shares icons with the Scroll of Knowledge. It could easily run into, and fall flat in the face of, the Wanderers Cloak, Studded Leather Cuirass or Nebula Force Field Generator.

Alternatives Upgrades or Downgrades
Scroll of Ultranova or Solar Burrito

Final Thoughts
It may do a ton more damage if it was a cabbage instead of a sprout- Cabbages are epic powerful.

Price/power (0/5): Relatively expensive and doesn't even deal a constant 9 icons.

Tactical (2/5): Decent combination of icons here--it's likely to get some icons through most shields at this level except the Studded Leather Cuirass. However, as with Psellias Fighting Fan, which is a direct upgrade to this, it's very vulnerable to all the light blocking dual duties at this level. Incidentally, this icon combination is also seen in the Wand of Reality and Pirate Captains Cutlass, among others.

Bonus (1/1): When the 9-icon era first started, I got myself one of these because I was too poor (cheap?) to get something with a constant 9 icons.

Closing remarks: The 9-icon era is coming to an end. Get a Ridiculously Heavy Battle Hammer if you're poor, or get a Scroll of the Wise, Scroll of the Fool, or Scroll of the Scholar instead.
