Ratings - Commemorative Battle Faerie Axe
1P 5/10: Averaging 17.75 icons, this axe is comparable to the mass of HT weapons averaging 18.0 icons: Kelpbeards Trident, Pirate Captains Cutlass, Sword of Skardsen, and the other anagram swords. Due to its icons being spread across 4 types, it is easily partially blocked. I cannot recommend it for any practical 1P purpose, but it's still very much a usable weapon if you like the look or the icon distribution.
2P 7/10: Faerie Tabard, Ghostkershield, Hubrid Nox Memorial Shield, Pirate Captains Hat, Burrow, and Sink each block 2-3 of the icon types, however there are battle situations where it's nice to have some icons guaranteed to pass through defenses. In this function, this weapon is a modern HT equivalent of the Monoceraptors Claw. The best current comparison would be to the longtime favourite Pirate Captains Cutlass. It does 0.25 icons less than PCC and would be worse against Faerie Tabard and Pirate Captains Hat, but better against Hubrid Nox Memorial Shield, Ghostkershield, and pteris. Like PCC, dual axes may be used to overpower shields but it may be more effective to be able to pick and choose between different types of icons. Pteri and scorchio resistances each would take 2 icons off this weapon. This axe does have some potential uses in a HT level set, and may be better when paired with another axe.

As far as the newer range of HT weapon goes, this by far one of the more eye-pleasing. But I can't pretend that this weapon is more hit than miss.
The spread of icon types sets it apart from the anagram swords and the Kelpbeards Trident. It's an advantage (or major weakness), with at least five icons that punches through Ghostkershield, Faerie Tabard, and Hubrid Nox Memorial Shield, but not powerful enough to make opponents eat dust and get packed up in lunch boxes.
And as you can also see, there's a host of pet species out there that can send this thing yonder with a flick of the wrist.
The power is decent enough to show boss in 1-player battles, but the price just does not justify its purchase. It becomes much less remarkable in 2-player battles.
Nice try guarding Faerieland, Battle Faeries. :/
Rating break down:
*Great against: Korbat, Peophin
Beware if against: Chomby, Jubjub, Pteri, Buzz, Eyrie, Scorchio, Shoyru, Skeith

Price/power (3/5): You're paying 12 million NP for 15.5-20 icons. The anagram swords do 16.25-24 icons for 11 million, average at around 18 icons or so, about the same as this axe (though not as random). So basically, you're paying a million more for something that's roughly equivalent in power.
Tactical (2/5): Unlike the anagram swords (or Kelpbeards Trident, for that matter), this doesn't try to overwhelm your opponent's defense with a single type. However, it's highly vulnerable to Ghostkershield, Faerie Tabard, and Hubrid Nox Memorial Shield. At this level, these shields are very common--which is why the anagram swords are so useful, as they can rarely be stopped without a full blocker of some sort. Unfortunately, this axe doesn't have enough raw power (i.e. total icons) to make up for this flaw.
Bonus (0/1): I'm starting to wonder if the Battle Faerie's as powerful as she says she is.
Closing remarks: Looks nice, but not really worthwhile, especially not at this price. Get yourself one of those anagram swords (Sword of Reif, Sword of Ari, or Sword of Thigl if you like the icon types in this axe) or Kelpbeards Trident.
Final score: 5/10
Note: I've not mentioned Burrow or Sink since they're not available right now. All prices are straight from the Hidden Tower and not the Trading Post/Auctions/etc.

15.5-20 icons with a spread of icon types is nice enough in theory until you consider what else is on the market. If bulk power is what you are in for the anagram blades at 11 million, or even more frugally the Kelpbeards Trident at 9 million and offer a 16.25-24 icon range and save you up to 3 million tower price wise, moreso when buying from trades and auctions.
This weapon offers a spread of icons including fire, air, light and physical. So in theory what you are paying for here is this spread. Considering however that the blocking potential of certain popular shields this item becomes less attractive with some halving like the Dr. Sloths Personal Body Armour and the Ghostkershield and others pulverizing like the Hubrid Nox Memorial Shield.
Alternatives, Upgrades or Downgrades:
For 1P, the cheaper Kelpbeards Trident offers a more "bang for your buck" icon wise, while if hard to block 2P items in this price range are your thing, Glittery Faerie Dust offers similar price/power in an impossible to predict package. For a close icon spread (sans light) a of Altador Cup Throwing Star may offer a cheaper downgrade.
Other Points: (1 bonus)
Even percentages for a stronger and weaker shot certainly help.
Lacking the brute force required for 1P and being easy to block in 2 player knocks this weapon out of contention considering it's price.
